According to recent news, Sony is in ongoing negotiations with Adobe
over PS Vita's flash support. Muneki Shimada, development head of Sony’s
division two, stated that Sony hasn’t "given up".

Hopefully the two companies will reach an agreement that provides
gamers with a flash-capable device. Even though flash is being replaced
in some places, as HTML5 becomes more popular, most video-streaming
sites need it. And with a device as powerful as the Vita, being able to run the vast number of flash games available online would be a huge bonus.
Another bit of news from Sony says that the Vita will support videos up
to 720p. It was also mentioned that support for videos up to 1080p may
become available through a future firmware update. This all seems fairly
pointless since the Vita's resolution is only 544p, but I suppose
better quality is always nicer.
