Seems like your PSP system isn't activated. Try going to account management - system activation - Game and activate system.

If it don't work try deleting the account from your psp and sign in again. Also remember you can only have a max of 4 systems active on your PSN account. 2 ps3 and 2 psp/Vita

if it fail, check your MMS space or internet connection.
