Ive been waiting for this for a while now
It had been recently reported that service provider ATT didn't have any idea about 3G data plans for the PS Vita. Contacting them by phone or chat proved fruitless as workers revealed they had no knowledge of the prices associated with a 3G plan.
However, it turns out that inquiring in store will provide you with some answers. It seems that the Vita won’t have any special plans associated, instead choosing to follow the same price list for other 3G devices, including Apple's iPad.

The two plans that are available at the moment are as following :
250MB of data - $14.99 per month
2GB of data - $25 per month
Unfortunately, it seems that streaming music or videos from sites such as YouTube will use up the data rather rapidly. Apparently playing online doesn’t require too much as the game is already running from a cartridge, but if you’re wanting to use 3G, it’s still recommended that you get the $25 per month data plan.
