Below is the responded a GDC Online session:
Sony's Chris Norden confirmed that all retail PlayStation Vita games will be available on the PlayStation Network the same day as their launch in stores.
However, the physical distribution of games will not be affected. Even if Sony promotes the downloadable versions of the games because of the lower costs, the needs of players that like to have their own library of Vita games can’t be neglected. This is why all the games will be present in physical forms as CDs and DVDs in your local gaming store.
On the other hand, some of the Vita games could have a size of 4 GB or more. All the games will be present in a downloadable form with one week before being released on DVDs. If you have a strong internet connection, you might think about downloading the game from PSN.
