Today Sony clarified and explained to the public that each account will be connected to a single memory card, not to a single system.

"Your PSN ID is bonded to your memory card and your memory card is bonded to your Vita," said Sony associate brand marketing
manager Crystal MacKenzie. "So if you wanted to change different PSN
users but use the same memory card, you would need to go factory reset."
MacKenzie added that if you only have one account but still want to have
multiple cards, "you can also use them both on the same PSN account as
well."
That mean players who want to use multiple PSN accounts will have the option of purchasing an additional memory card or doing a factory reset.
